This position performs project management functions on a small to medium sized, low to moderate risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) or services sustaining capital or pipeline facilities type project, or on an assigned segment of a larger project, including coordination of design, procurement, and construction activities. When assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team. 


Primary Activities Will Include: 

• Develop initial proposals for executing client scopes of work under an existing Master Services Agreement, based on requests received from Client. This includes an execution baseline scope of work, execution plan, schedule, budget, and listing of key risks. 

• Oversee and manage execution of multiple small to mid-size projects, in order to deliver the project in accordance with the project execution and commercial baselines. This includes significant interfacing with both the client and the engineering execution team, to ensure that Client expectations are being met and end product is being delivered to the client on time, on budget, with a proper level of quality. 

• Work with the Manager of Projects to ensure that project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by Fluor where work is being performed

• Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of project execution, and provide HSE leadership to a multi-discipline team in leading by example

Basic Job Requirements


• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience

• Prior experience in the EPC (Engineering, Procurement and Construction) industry, working as a Project Engineer / Project Specialist / Project Manager on small to medium sized projects or in positions of elevated responsibility on large engineer, procurement, fabrication, and construction/construction management (EPFC/CM) projects. Prior project roles of significant capacity such as project controls lead, contracts lead, or experience as a design or construction engineer on projects would also be an asset, as would field assignment experience. 

• Solid understanding of project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders

• Job related technical knowledge necessary to complete the job 

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• High attention to detail and ability to work in a time-conscious and time-effective manner

• Support the project by providing an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities

• Candidates local to the Edmonton area is preferred


Other Job Requirements


• Participate in Fluor University courses for continued learning experiences

• Utilize Knowledge Management processes to capture, support and leverage relevant knowledge to enhance project execution

• Participate in sales and marketing efforts as requested


Preferred Qualifications


• Experience in execution of sustaining capital / maintenance type multi-projects, for an existing operating oil and gas facility is highly desirable, as is experience in pipeline and pipeline facilities projects

• Project or area management experience in international locations and diverse cultural environments would also be desirable

• Understanding of Project Controls and Finance including:

- Scheduling (including manpower loading)

- Progress measurement

- Risk assessment and management

- Change management

- Cost control

- Estimating / estimate development process and planning

- Basic project finance parameters / reporting

• Proactive – goal-orientated with the initiative to communicate and take action when necessary, in order influence events positively

• Ability to resolve problems and to be comfortable in complex project or business environments

• Ability to set and maintain high standards of self-performance with responsibility and accountability for successfully completing assigned projects

• Demonstration of innovation, initiative, maturity and sound judgment

• Ability to understand, influence, and lead a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project

• Mobility – for example, ability to travel to site locations for day trips when necessary

• Analytical approach to problem solving and identifying potential solutions

• Technical and business writing skills

• Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
